Wire services have reported that on 23 November 1996 the last of the nuclear 
warheads stationed in Belarus were finally removed to Russia. This completes 
the planned denuclearization of the smaller successor states to the Soviet 
Union, leaving Russia as the sole inheritor of the Soviet Union's nuclear arsenal 
and its nuclear treaty obligations.  Not all of the SS-25 missiles have been 
removed however.
